The Indian Institute of Management, Bangalore, has been drafted to recruit staff for the Tirumala Tirupati Devasthanams (TTD) as the Andhra Pradesh Public Service Commission (APPSC) has said it cannot meet the temple administrator’s deadlines.
TTD executive officer (EO) I Y R Krishna Rao wants to recruit 1,800 employees. He tried to enlist the APPSC to do the recruitment but the TTD’s conditions were not to the recruiter’s liking. The TTD then approached IIM-Bangalore, which agreed to take the contract.
The premier educational institution will hire 150 employees in the first phase, which will be completed by the 15th of September.
IIM-B will process applications for 99 posts of junior assistants, 37 typists, 9 lower-division typists, 15 upper-division typists, 26 assistant shroffs and 1 assistant public relations officer. Recruitment will be by way of an ORM test. There will be no other test.
The TTD is seriously understaffed. It used to have 16,432 employees once but only 8,532 now. That was the result of a ban on recruitment imposed by the government in 1993, except in emergency departments of TTD such as medicine and health.
To get around the staff shortage, TTD adopted the outsourcing model for several operations.
For instance, Sulabh International was enlisted to carry out sanitation work.
Similarly, housekeeping, EDP and maintinence work has been handed out to contractors.
Some 3000 people work for different contractors carrying out the TTD’s operations.
The TTD’s decision to recruit new staff has come as a welcome surprise to unemployed youth in the state. Since the first phase of the recruitment process started yesterday, the TTD’s website, www.tirumala.
org, received 59,000 hits. Some 10,000 applicants have sent in their biodata for different posts.
The TT D has feels the need for fresh blood.
Previous executive officers tried to persuade the government to lift the ban on recruitment, but in vain. Finally, Krishna Rao succeeded in doing so primarily because of his proxomity to chief minister K Rosaiah, who used to be his boss when the former was finance secretary and Rosaiah the finance minister.
The government has given permission to TTD to fill 1800 posts in the first spell. The second phase of recruitment will start in October.
The TTD’s recruitment board is working to list the vacancies in all departments such as engineering, health, gardens, forests and others. Accroding to sources, among the posts to be filled as those of cow herds, horse and elephant keepers, goldsmiths, typists, clerks, engineers, doctors, accountants, store keepers, palanquin bearers, attenders, water analysts, lab assistants, etc.
The TTD’s purpose in handing the recruitment contract to IIM is to ensure that recommendations and pairavis play no role in the process.
